The President of the Catalan government, Carles Puigdemont, stressed this afternoon the "change of tone" of the Government of Mariano Rajoy regarding the Catalan process to independence. In response to the statements of the Spanish Vice-President Soraya Sáenz de Santamaría, Puigdemont has said that "we celebrate that the Spanish Government recognizes the possibility of a referendum of self-determination of Catalonia".

In a press point with Vice President Oriol Junqueras, the president has thus answered the offer of the Spanish Executive and has remarked that, "as planned, the Government of Catalonia will formally transfer to the Spanish Government the proposal to make this agreed referendum. " "Agreed, as proposed by the National Pact for the Referendum with the endorsement of hundreds of thousands of signatures and the mandate of the Parliament of Catalonia," he added.

The Catalan president has remarked that his government "is willing to negotiate the conditions of this referendum" with Madrid and has underlined that, if it reaches an understanding, "the two governments will submit this agreement to their respective parliaments, in Congress the Deputies and the Parliament of Catalonia".

For his part, Oriol Junqueras has reiterated that "the right of the Catalan people to self-determination is inalienable" and has reaffirmed the Government's commitment to exercise it. In order to demonstrate the real desire of the Catalan party for dialogue, the Vice-President has urged the Rajoy Executive to "withdraw the complaints" filed against the members of the Parliamentary Bureau "to allow debate and vote on the same topic that the Spanish Government has today debated Minister council ". He also called for "taking the necessary actions to stop the judicialization of all the people and institutions that have heard and want to hear the voice of the citizens of Catalonia.
